Will
there be signals in the game?

RT3 continues
RT2's method of virtual sidings and no signals and blocks. Sorry to
those who preferred RT1, but it is simply much more difficult to pull
that off given the large scale of both RT2 and RT3, and the 3D (and
2.5D of RT2) of these latter games.

With a
dynamic economy, will cities I push lots of cargo through change to reflect
this?

Yes, you should
see cities that are used as major rail hubs thrive. So, if you make
Peoria your Midwest hub instead of Chicago, then Peoria can be as big
as Chicago is now

I've read
about the new auto managing consist manager and I just want to know if
I will still be able to decide what each train hauls if I want to?

You can still
micro-manage like you did in RT1 or 2, but you don't HAVE to micromanage
anymore. By letting the 'most profitable cargo' routine manage your
consists, you can spend less time on individual routes, and more time
building a larger empire, with more locomotives overall.

What kind
of scenarios will be included with the 25 that ship with the game?

Hopefully we'll
have a nice mix of many scenario types for RT3, and if we overlook something,
the map editor (as powerful as RT2's, but easier to use), should allow
end users to fill in the gaps. The maps in RT3 will have a much larger
more open feel than in RT1 or 2, and will use a more unified scale than
in RT2. You can expect a mix of scenarios like in RT2, with a focus
on empire-building with a sprinkle of puzzle solving.
